Improving the human role in the system "society - the natural environment" requires a study of the formation of its adaptive incentives and motives of activity. Physiological processes of adaptation can be seen as processes aimed, firstly, to retain its essential parameters in biologically normal limits for any changes of the natural environment, secondly, on the adaptive conditions, measurable, nonessential parameters. These processes constitute the two sides of an adaptive human mechanism to changes in the external environment. Public health is one of the most important, but not the dominant aspect of the economic needs of society, the satisfaction of which should focus on the basic level of consumption of food, water, clothes, accommodation, characteristics of ecological safety of the environment for human beings. For other aspects of the economic needs could be mentioned the total volume of business opportunities to ensure environmental safety of the population, including consumption rationing, regulation of natural resources use, the regulation of the population, adher-ence to the maximum production of insulation elements of the economic system of the biosphere, commitment to ensuring a closed production cycle "product of labor to dispose of raw product of labor" while minimizing the release of substances in this series.
The aggregate rating of life quality can be carried out on the most important parameters measured by: economic, social, environmental criteria The calculated indices obtained evaluation procedure and practical results.
