Economic justification of the differentiation of fees for the placement of non-stationary retail facilities by their location

The article offers an economic justification of the location coefficient used to determine the amount of payment for the placement of non-stationary retail facilities in buildings, structures or on land plots. The methods used in different cities of Russia for calculating fees for the place-ment of non-stationary retail facilities often do not have an economic justification for the indica-tors and coefficients used. This casts doubt on the correctness of setting the initial price (fee) for the placement of non-stationary retail facilities, becomes the basis for challenging charges and leads to losses of local budget revenues. In the course of the study, the analysis of factors influencing the formation of fees for the placement of non-stationary retail facilities, in general, and the location coefficient, in particular, was carried out. The economic justification of the calculation of the location coefficient as a key element of the payment for the placement of non-stationary retail facilities in the conditions of incomplete information on the local real estate mar-ket has been carried out. The location coefficient is proposed to be determined based on the indicators of remoteness and socio-economic condition of the city area, as well as taking into account the territorial differentiation of residential real estate prices. The method of calculating the coefficient of location of the object of non-stationary trade on the data of the city of Norilsk was tested.

The territories of river basins historically have a high potential and act as a catalyst for the development of regional systems through access to natural resources, favorable transport conditions and recreation. The Yellow River connects the eastern and western regions of China with its basin, forming a single economic vector for the adjacent territories. Determining the effectiveness of programs and projects for the integrated development of water basin territories should be based on a system of evaluation criteria. The article presents a methodological apparatus that allows in the future to determine the most effective directions for the development of basin territories, based on the proposed system of evaluation indices.

Annotation

The economic conditions of land resources management, dynamics and trends of increasing rates of intensification of their use are considered. The necessity of introducing new approaches to optimizing the mechanisms of regulation of land and property relations through the modernization of the regulatory framework regulating this field of activity is substantiated. Despite a significant number of regulatory legal acts regulating the control functions for the use of land resources at the municipal level, the mechanism of its implementation is not perfect, as evidenced by the statistics of violations of land legislation by subjects of land and property relations. The analysis of statistical data of the main offenses in the field of use of land resources is given.

In conditions of increasing intensity of use of territories, congestion of already existing settle-ments, increasing demand for spaces providing recreation, the problem of planning and develop-ment of new territories, including settlements, is acute. Comprehensive and rational approaches to solving this problem are required. This is the reason for the relevance of the topic of territory planning. Functional zones are determined on the basis of a territorial planning document, and the municipality has the right to modify the list of functional zones in its competence. To improve the quality of life of the population, as well as for the proper placement of objects on the city territory, a well-chosen solution is required, which is a general plan. It meets all urban planning and regulatory requirements and clearly shows how functionally and conveniently, through the establishment of boundaries and parameters of functional zones, to place all vital ob-jects on this territory.

The necessity of introducing new methods of forming and correcting information from the Unified State Register of Real Estate is substantiated. To date, the accounting and registration system is characterized by a number of factors that reduce the quality of the EGRN information, such as the presence of registry and technical errors, duplication of data, imperfection of the information gen-eration mechanism. This is what determines the relevance of the proposals for optimizing the system in question. The formation of a unified information system, which concentrated in itself capacious and reliable information about all registered and unaccounted for real estate on the territory of the Russian Federation, was a justified action on the part of the state. Such a database is manda-tory for the optimal functioning of various spheres: market, fiscal, urban planning, judicial, etc. To date, the EGRN acts as the main and primary federal state information resource in the field of real estate. This makes it necessary to constantly update and improve its management mechanism. The purpose of this work is to determine measures to optimize the system of entering information into the Unified State Register and to improve tools to improve the quality of registration data.

The satellite method of determining coordinates has both positive and negative sides. The main advantages of using satellite methods for determining coordinates are high productivity, speed of processing and obtaining results, automation of the process, no need for line of sight, laying points in convenient places, a wide range of accuracy, round-the-clock use, the ability to determine coordinates and heights simultaneously. When using satellite equipment to determine coordinates, some disadvantages can be identified: the inability to use near reinforced concrete buildings, structures, canopies, in the foliage of trees that impair signal reception, as well as signal distortion near ground-based radio signal sources, the inability to use satellite equipment underground, dependence on weather conditions and the occurrence of errors, related to the rereflection of the satellite signal from surrounding objects.
